That's exciting news. Strong party control is OK for getting the economy rolling. I seem to recall that the HSR plan was cancelled last time because of a cap in acceptable debt level. But that was a few years ago. Acceptable debt level ceiling might have enough space to fit in the HSR project this time.

Debt ceiling is set at 65 percent of GDP by the parliament. Vietnam debt level is still in the safe range. Nonsense. The first study only encompassed the northern and southern sections, while the second study includes the entire length.Lol, your country had more times to conduct more and more Study, just big talk and no action.
If Vietnam is confident about it, then that's enough. They are the buyer.
The HSR will be put to operation section by section, with the first section operational probably after 5 years of construction. Who knows the rail may reach China border after completion.40 years to build a railway? It sounds silly to me.
Vietnam will finance the rail itself. In doing so we have more flexibility, not relying on Japan for everything. Also we can partner with Taiwan. Ok the government may seek cheap loans from Japan and Taiwan.It makes sense for Vietnam to have a HSR connecting North and South due to narrow shape of its territory. I wonder if Japan is funding the project with loans or is Vietnam picking up the whole bill.
