No we certainly shouldn't blame them for all of it, as the ruling government undeniably played a role. But we should still acknowledge that it happened. If you want to adopt this realpolitik view over humanitarian/ethical view than you can go as far as to justify India's increase control over Kashmir because it gives them better security and defence against Pakistan. I'm not saying we should see US as enemy no, but we should acknowledge that event as harmful. It's in the past we need to accept it while at the same time move on for stronger relations.Yes.
