Bro, the explosion of Japan Fukushima mostly by Hydrogen and Oxygen mixture explosion, not the reactor exploded. The damage to nuclear reactor just lead to nuclear leak and environmental pollution.
BTW the nuclear rod used by nuclear power plant only 20% uranium, a real nuclear bomb at least need 15kg 93% uranium. So the nuclear reactor can not reach 'nuclear criticality' to explode like a bomb.
Actually, nuke plant can do more than that......
If you are talking about a core meltdown, it will result in a large scale explosion even with LEU (or 20% as you said).
THe explosion is not much, but the heavy water (The nuclear waste) would spread atomic fall out depending on wing gust and wind direction. If the vietnese actually did build a Nuclear Power Plant near Chinese Border, if that plant had suffer a Critical meltdown, it will be like detonating a low yield nuclear device and you are talking about a few city in both side deemed uninhabitable.
Fukujima is a small chicken compare to the Soviet Chernobyl disasterm or even the US's three mile island.....
Chernobyl and surrounding area are still deemed non-habitable by IAEA and Ukraine government.
