US okays sale of 8 Global Response Cutters to Pakistan

Essentially the Pakistan Merchant Navy's fleet is rusting to the bone and needs replacement.

its received more attention in past few years than it did earlier, in my opinion.....but more surface fleet is helpful certainly. PN is part of CTF-150 / anti piracy missions.

Where is pakistan getting the money to pay for this?

First of All...

Excess Defense Articles (EDA) are defined in the Foreign Assistance Act (FAA) as amended, section 644(g), as:

…the quantity of defense articles (other than construction equipment, including tractors, scrapers, loaders, graders, bulldozers, dump trucks, generators, and compressors) owned by the United States Government, and not procured in anticipation of military assistance or sales requirements, or pursuant to a military assistance or sales order, which is in excess of the Approved Force Acquisition Objective and Approved Force Retention Stock of all Department of Defense Components at the time such articles are dropped from inventory by the supplying agency for delivery to countries or international organizations under this Act.

As per the notification to congress

WASHINGTON, Oct 30, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to Pakistan for GRC43M Cutters and associated equipment, parts, training and logistical support for an estimated cost of $350 million.

AND FMS is defined as

Under Section 3, of the AECA, the U.S. may sell defense articles and services to foreign countries and international organizations when the President formally finds that to do so will strengthen the security of the U.S. and promote world peace.

Under FMS the US Government and a foreign government enter into a government-to-government sales agreement. The international agreement is called a Letter of Offer and Acceptance (LOA).

It will take a path similar to the sale of ex-Jordanian F-16s as aiding counter-terrorism efforts in the region.

nothing for you to worry? we don't "boast" mother of all deals for 15 years to only find out that there is not enough money to finance the deals hence use delaying techniques

Where is pakistan getting the money to pay for this?

I think this is a response to the attack on PNS zulfiqar and PNS azmat. Quick response by the Pakistani government.

@Penguin do think these boats are bang of the buck or PN could get better ones in the same amount? the fiber glass hull is highlighted as very good feature of this boat, what really it offers and what benefit it gives over other boats? Can PN get same / similar boats from other supplier cheaper if they are so desperately needed? and are those the same which previously provide by US to Pakistan?

But, that's probably just the boats.They are fitted with a stern ramp launched rigid hull inflatable boat (RHIB) and armed with two 0.50 caliber heavy machine guns

As compared to:
8x 43-meter Global Response Cutters (GRC43M).
8x 25mm or 30mm Naval Gun Systems,
32x M2-HB .50 caliber machine guns,
32x 7.62mm guns,
8x 8-meter Rigid Inflatable Boats,
ballistic/armor protection of critical spaces,
command and control equipment,
communication equipment,
navigation equipment,
support equipment,
spare and repair parts,
tools and test equipment,
technical data and publications,
personnel training,
U.S. government and contractor engineering, technical, and logistics support services, and
other related elements of logistics and program support.
(The total estimated cost for this package is $350 million.)

It may well be that the basic boats are only 1/4th of this total amount....

Interestingly:
"For Damen, the Mexican Navy is the twelfth customer for its StanPatrol 4207 series of “enlarged” patrol boats, of which there are at least 26 in service worldwide, with close to another 100 under construction or on option, the majority of them for the U.S. Coast Guard."
