Why can't 2000-3000 ton vessels operate in deep sea? I'm just curious.

It can operate who says it cant? China just recently deployed almost 5000 ton patrol vessel in SCS so it depends on what purpose you want it to serve. Pakistani coast guards just need replacement of old corvettes in light of Gawadar port and its security. Higher tonnage vessels are more suitable for deep sea operations.

For $350 million we could get 16 such cutter from China with ToT

We could build maybe half of them in Pakistan after all right now Karachi dockyard isn't busy and they need work after delivering last few units of warships

And why is it a waste of money?

Alternative options are normally studied before a deal is finalized.

You cannot expect equal quality and features at lower prices. This is silly assumption.

Any documents or news on this Congress objection?.
The Congress is by far the most right-winged institution in the US establishment. Not saying that's a bad thing, but coming to Pakistan and defense related deals with Pakistan, they do try to put a spanner in between the cogs.

How about the nuke tech provided to India? How about the billions worth of offensive weaponry provided to India? Will that alter the military balance in the region?

Good this deal died. Pakistan should never have gone for them in the first place. Always trying to rely on suppliers that are unreliable.

Honestly, neither. It's the principle of the matter.

Lest we forget, it was the US that approached Pakistan for the F-16 sales, not the other way around, so the assembly lines in the US wouldn't shut down. Pakistan could have paid for them, and there were indications that the white house was desperately trying to convince Pakistan to at least make verbal commitments, even if those commitments were fake, so that the sale could go ahead; Pakistan didn't budge.

Pakistan was offered subsidized F-16s, which Pakistan didn't actually ask for; To Pakistan, the rejection by congress was an insult, which is why the Pakistan basically shunned the deal.
