Legality has NOTHING to do with Dharma. Laws can also be changed, unlike Dharma.
It can be changed in state level, but should not be changed.
Even recently few of the state federal rights were transferred back to the center. It can be done and most certainly should be done for certain matters.
Which ones? It is damn difficult to interfere in state matters, and centre is helpless if states don't implement a controversial centre law in practice.
