No, that would be using the already existing civilians the town but they actually transport them there which doesn't happen to often.

The first training camp of PKK was established in 1982 in Syria and also in Bekaa Valley- Lebanon with the support of the Syrian government where current Hizbullah is based.
After the Iran-Iraq war the PKK moved all its camps to north Iraq in 1998.
Turkish goverment should have entered Afrin in the 80ies.

This is another problem, we don't want these foreigners yet it would be nice to rule over that land to remove the problem makers.
