I know what you mean. We signed MoU(memorial of understanding) with many countries and companies regarding defense industries.....generally nothing happens.
This one looks more promising as the news says;
"Savunma sanayinde işbirliği için görüşmeleri sürdüren Ukrayna ile Türkiye, askeri araç ve silah üretimi konusunda uzlaştı."
Meaning we already passed some phases. Now Turkish and Ukrainian companies should negotiate and come with a plan of action. Hope it won't take much time...

FNSS Sells more PARS
FNSS has announced a sale of its PARS Wheeled Armoured Vehicle (WAV) family, having been awarded a contract to supply the behicle to a new undisclosed customer. The contract is already effective and FNSS has started to fulfil its obligations under this new contract, which includes delivery of a series of vehicles in various configurations. The company explained that alll other details will remain confidential. In 2011, FNSS has achieved one of the highest export values among the Turkish defence industry based on a single contract with the Malaysian AV8 programme.
“This latest success for the PARS vehicle family, which has become a world standard in 8x8 and 6x6 wheeled armoured vehicles, has once again highlighted the status already achieved by FNSS on the international market," K. Nail Kurt, General Manager and CEO of FNSS, said. "In competition alongside the world’s other top companies, FNSS has once again demonstrated the real quality and value of its vehicles, securing the highest scores in both the technical and value domains. We will continue to maintain our customer’s satisfaction at the highest level by meeting the contract requirements in terms of the schedule, budget, and quality.

Turkish, Saudi defense firms form joint venture
State-owned Turkish and Saudi defense companies have founded a joint company to work on the field of defense electronics.
The Saudi Arabian Defense Electronics Company was founded with the joint efforts of ASELSAN, a Turkish Armed Forces Foundation company, and TAQNIA Defense and Security Technologies (DST), a subsidiary of Saudi development and investment company.
The sides have an even share of 50 percent over the company established in Saudi Arabia as a limited company which will work to operate in the field of radar, electronic warfare and electro-optic technologies.
The joint venture will enable for the design, development, production and sales of products in these fields and thus will supply not only Saudi Arabia’s but also the region’s needs.
The agreement to found the Saudi Arabian Defense Electronics Company was undersigned by Hamad al-Yousefi, the chief executive officer of TAQNIA DST, and Mustafa Murat Şeker, the chairman of ASELSAN.
Saudi Arabia’s Prince Dr. Turki bin Saud bin Mohammad al-Saud, president of King Abdulaziz City for Science and Technology (KACST), and Undersecretariat for Defense Industries (SSM) head İsmail Demir also signed the agreement as witnesses for the joint venture. High-level state officials were also present during the signing of the company’s foundation.
Commenting on the foundation of the joint company, the KACST president said, “We are making an important investment for the establishment of this world class facility which will improve our country’s human resources, economic growth and development.”
“The important cooperation between the two countries over defense industries will contribute to the development of Saudi Arabia’s technologic innovation capacity,” he added.
Stating that the formation of the company would contribute to the strategic cooperation between the two countries, Demir said it would also help enhance regional peace and stability.
“This agreement will contribute significantly to the strategic cooperation the two countries are conducting in the fields of defense, economics and investment,” Demir said.
“The important partnership established between Turkey and Saudi Arabia will play a serious role in enhancing the region’s security, stability and peace,” he added.
Turkey and Saudi Arabia have recently increased their cooperation on defense issues.
Lastly, Turkish Chief of General Staff Hulusi Akar’s visit to Saudi Arabia coincided with Turkish Prime Minister Ahmet Davutoğlu’s official visit to the country late January.
Four F-16 fighter jet belonging to Saudi Arabia were reportedly sent to Turkey to provide support in the U.S.-led anti-Islamic State of Iraq and the Levant (ISIL) fight, Turkish Defense Minister İsmet Yılmaz said on Feb. 14.

Turkey Grants BMC Land To Relocate, Build $430M Plant
ANKARA, Turkey — One of Turkey’s leading armored vehicles producers, the privately-owned BMC, was given land to relocate its plant, a government minister said.
Turkey’s Science, Industry and Technology Minister Fikri Isik said that the government decided to allocate 222-hectares to the company in support of its expansion plans.
BMC will relocate from Izmir on Turkey’s western coast to Sakarya.
Isik said BMC’s new factory will become operational within two years.
He said BMC will invest 1.3 billion liras (approximately $430 million) in its new plant and employ 4,000 personnel.
BMC is owned by businessman Ethem Sancak who has very close ties with Turkish President Recep Tayyip Erdogan.
It will be one of the bidders in a bidding for the serial production of the Altay, Turkey’s first indigenous, new-generation battle tank. The program will involve the production of 1,000 tanks with an initial batch of 250.
Sancak said earlier that BMC would bid with partners, which he declined to name. But he hinted that his partners may include foreign manufacturers that “would not object to export licenses and local production.”
The Altay was developed by Otokar, a rival of BMC. The Turkish government commissioned Otokar to build four Altay prototypes under a $500 million program. The tanks are now undergoing field tests.
Recently, Otokar made a proposal to the procurement authorities for the serial production of the Altay but the bidding process has not yet taken off.

How so? Even in Europe land is given away for free if a company is willing to setup factory and employ thousands..

Not going to setup a new factory but relocating the existing factory. I have never heard our government giving free (huge) land to any Turkish private corporate.
Ethem Sancak already bought to BMC for a very low cost.....even the land value of BMC's land in İzmir cost much more than the total price that he bought for.
Expect him to build a Mall or Residences or whatsoever to BMC's land in İzmir.
