That is possible, but improbable. They don't have even a prototype.

Welding steel plates isn't difficult, even Greeks (ELBO) welded leopard 2a6 together and they have no significant industry.
 
Is it possible that government can give all the technical know how of (Otokar) Altay to BMC?

I don't know the details. I would assume Otokar is contractually obliged to do what the government requires, giving technical know-how to BMC and training their staff would be one. If they (government) were serious about fielding Altay ASAP they would give the contract to Otokar.

Parties realised a signing ceremony of their memorandum of understanding at the EURASIA RAIL 2016 event which was held on 4th of March 2016 in İstanbul. On one side, ASELSAN was represented by Mr. Y. Suat Bengür / Vice President and Transportation, Security, Energy & Automation Systems (UGES) Business Sector President and Mr. Seyit Yıldırım / Head of Transportation Business Line. On the other side, INDRA was represented by Mr. Luis Antonio Permuy Munoz-Rivero / President of Turkey, Central Asia and Asia-Pacific and Mr. Jose Miguel Rubio Sanchez / Director of Transportation Solutions.

Aside from their defence sector activities, ASELSAN and Indra, who are their own domestic market leaders as well as reliable international market suppliers, cooperatively will be expanding activities in fast growing non-defence sectors relying on their system solutions.

I really hoped for a decision on the Altay project but alas. The decision for a new helicopter engine makes up for it!
