They could decrease Göç İdaresi Müdürlüğü budget and increase MSB more to compansate depreciation against USd.
MSB uses mostly USD for its expendings.

Thats total goverment Budged. The Defence budged is 46 billion, excluding Gendarmerie, Police and Coastguard.

You can't develop your country by increasing the budget for religion and decreasing it for science/technology.
