This may be the inference drawn from this list but this is not universally true. Russia has never been economically very strong. As the Tsarist Russian Empire, it was always bankrupt. Even the period during Peter the Great, when Russia empire expanded to its maximum extent, Russia was bankrupt. This was followed by the USSR which concealed the extent of its economic bankruptcy till it could no longer do so and just burst into pieces. Even today, most of Russia's wealth comes form exploiting its natural resources especially energy resources. However, Russia has always been a preeminent world power, even thousand years ago.

Its true if countries would spend relatively the same amount of GDP. Some poor countries (Russia or even NK) are powerful, while some rich countries are weak (like Libya, guess what happened to it?).
