Victory depends on which participant uses his available resources well, and there are no set rules for war, so let's leave out the resources and finances part out of the list and talk about numbers of soldiers, armaments etc. - we can then come to an actual conclusion.

It is reasonable to assume that each side will use their resources well.

We can talk about the number of soldiers, however we will not talk about the armaments as this is assessed from the resources for war. Although, numbers do not make a significant effect in reality when the opponent has much higher means for war they will win.
