1. The wealth of Dawood is nothing compared to South American drug cartels, Chinese Triad, Russian mafia etc. Compared to them Dawood is a mere bachha.
2. You need to read up on the power of Russian mafia, Yakuza etc.
3. True. UAE is not bothered by Dawood because whatever business he has there is all legal. UAE does not mess around. If Dawood is caught in any criminal activities then the punishment will be horrible and Dawood knows that.

Today Karachi is known as one of the most dangerous cities in the planet thanks to criminals like Dawood. Thanks to Dawood backed gang-wars more Pakistanis have been killed than he managed to kill Indians.
