Gaddafi was the lawful UN recognized government and that didn't stop France killing him in cold blood with a UNSC resolution. If Egypt deems a GNA offensive against Eastern Libya will push millions of refugees into Egypt then it's enough to warrant UNSC resolution and Egyptian military intervention like what Turkey did in Idlib against lawful UN recognized Assad government.
