Seems like a pure commercial play by UAE. They are investing in the program not ncessarily acquiring it. Over time, they will build a knowledge base on various aspect of developing and manufacturing a complex weapon system and make some money from the sales to other countries.

The UAE Embassy in Moscow reported that an official delegation from the UAE Ministry of Defense, led by Major General Rashid Mohammed Al Shamsi, participated in the 15th Max 2021 International Air Show, held at Zhukovsky Airport from 20 to 25 July.

This is not back-up plans but likely bulk purchasing and making the airforce more robust by having different platforms ala Egypt and another factor is that UAE will retire thier mirage 2000 in few years so they need depth and quantity

The Checkmate is supposed to get a version of the Himalayas electronic warfare system..This is an integrated system in the aircraft, which actually performs the function of automated “smart” skin. It is also called the “smart” fuselage.
The idea is that this Su-57 electronic warfare system minimizes the "stealth" technology implemented on other fighters.
The EW system of the Su-57 does not have a single area on the fuselage. It is distributed in such a way that it allows to induce interference and protect the aircraft from missiles with homing heads in virtually all angles and projections. Elements of the EW Su-57 are placed not only on the fuselage, but also on the wings. The Himalayan electronic warfare complex, according to some reports, exceeds the effective range of air-to-air missiles in effective use radius, and therefore the missile launched by the enemy will be disoriented by the Russian fighter complex.
In all likelihood, the Himalayas can also be used as the basis for the electronic security of the Okhotnik UAV.

The L402 "Himalayas" electronic countermeasures (ECM) suite made by the KNIRTI institute uses both its own arrays and that of the N036 radar. It makes use of the Russian processors Elbrus.
The L-402 Gimalai consists of various active and passive antennas spread over PAK-FA’s airframe providing ‘smart skin’ capability. These antennas do the traditional function of sniffing enemy radio waves just like an RWR as well as perform electronic attack on enemy planes. The system can break the link between an adversary fighter and the missile fired by it thus jamming the incoming missiles mid air. It can perform a variety of electronic warafare jobs.

4. The armament of the Su-75 Checkmate stealth fighter will be similar to that of the Su-57. According to Yuri Slyusar, the Checkmate fighter can take over the entire range of weapons of the Su-57. This means bombs, air-to-air missiles, air-to-ground missiles, anti-ship missiles, electronic warfare systems. Yuri Slyusar confirmed that for close combat the fighter will have a 30 mm automatic cannon. According to him, all armaments will be placed both in the inner compartment of the fuselage and on the hard points of the two wings.
It seems that the Russians’ expectations for the future and efficiency of the Su-75 Checkmate are high. At this early stage, there is no way to conclude or accept as authoritative the statements and comments of those involved in the development of the fighter. The first data and analyses will come in stages over the next year and a half. Only then will conclusions and analyses of the technical characteristics be made.
