I think Russia is in decline. Small population and economic setback (due to American sanctions) are two notable factors

China is in a good position to redefine its defense capabilities.

Yup, but Varyag was refurbished in China, the skillset is in China and hence we could easily build a domestic carrier fast. The ability to build ships does not just depend on design and facilities, a lot has to do with manpower skillset. I see Russia now relearning this skillset, but in reality China is way ahead of Russia in shipbuilding skills.
