"We estimate the throughput of the five-tier ship lock of the Three Gorges Dam will hit 110 million tonnes this year … It's far beyond our expectations," Li Yang, deputy director of the Policy Research of Ministry of Transport, said at a press conference in Beijing yesterday. "The shipping capacity of the three Gorges Dam's lock is already full."

Li said the project was designed in the 1980s when experts estimated that less than 100 million tonnes of shipping would use the scheme each year before 2030.

The tonnage of shipping using the five-tier lock exceeded 100 million for the first time in 2011, more than five times the level before the dam was constructed.

It reached a record high of 100.06 million tonnes last year, representing 40,848 cargo vessels and 2,461 passenger ships, or 300,000 tonnes per day.

"The transport department has tried its best to improve and increase the shipping capacity [of the Three Gorges Dam]. But we found the potential is limited," Li said. "Now the five-tier lock of the Three Gorges Dam is in full operation … 24 hours a day on more than 355 days a year."

The location of this dam would be the MOST suitable if PRC is to dig a tunnel and transfer water to Tibet. The water flow is merely 30% compared to Medong, but you cannot transfer water from Medong to Xinjiang. Think of the energy to do a 3 gorge dam in reverse (though not exactly that much).

The water flow here is around 2.5% of 3 gorge dam. 3 gorge dam flow is 14300m3/s. So Zangmu water flow is around 350 m3/s. If 30% can be diverted to Xinjiang, it would be equivalent of South North water transfer central line.

In short term diversion to Xinjiang may not be done because it requires thousand km of tunnels.

There are 30% more water flowing into 3 gorge dam compared to previous period. I hypothesize one reason could be the completion of Xiluodu dam, which helps to store water in flood period and is releasing water now -- in dry period.

In a master stroke, china turn flood water into energy as well as balancing the water supply between wet and dry period. This alleviate flood and drought.

　新华社宜昌3月23日电（记者 刘紫凌 梁建强）正处在消落期的三峡水库坝前水位23日降至近165米，从175米最高蓄水位下降了约10米。去冬今春的消落期间，三峡水库已累计为中下游生态补水达90余亿立方米。

　　中国长江三峡集团公司发布的实时水情数据显示，23日14时，三峡水库的入库流量为6000立方米每秒，出库流量为6870立方米每秒，坝前水位消落至近165.02米。

　　三峡水利枢纽梯级调度通信中心主任肖舸介绍，进入消落期以来，三峡枢纽严格遵循国家防总批复的调度计划，按照下泄流量控制在6000立方米/秒以上、葛洲坝下游水位不低于39米的要求，持续为下游生态补水。由于今年1月以来，三峡区域上游来水量较多年平均值偏丰约30%，受此影响，三峡水库水位消落速度与近两年同期相比偏慢。

　　通航管理部门透露，三峡水库消落期间，三峡河段通航形势安全稳定、通航秩序井然。
