Yes. Historic droughts and over population. But majority of the water for agriculture comes from the Colorado river and fed with snows from the Rockies and Sierra Nevada mountains. But things are really bad across the whole west coast. Massive forest fires all across the western states.

The problem is compounded by other states fighting to have more of this river's water and by misplaced priorities such as golf courses and housing projects (built in middle of arid desert climate insisting on lush green grass).

There was a vice documentary about it on YouTube not too long ago.
