Already said FOC according to DOD : The Full Operational Capability (FOC) is when a system is delivered to a user and they have the ability to fully employ and maintain it to meet an operational need.

As Far I know the nonsense evidential proofs is required to Put your facts In right Perspective and Prove Bold Claims that Exists still on papers in real world At-least other Air-forces Around the world do that.i Don't Know About PAF
