No, its not !

Its PHL-03 as it has 12 tubes..

Notice how the tubes are arranged..

PHL-03 (12 tube)

A-100 (10 tube)

AR1A (10 tube)

A-100E (10 tube)

Pakistan doesn't have A-100, PHL-03 (Type 03) or AR1A.. Pakistan Army has the A-100E which is a further development of the AR1A and has many similar features...

A-100 was rejected by PLA..

All of those are based on 9A52-2 Smerch-M. I referred to the one in the pic, PHL-03..

And A-100E is better than all of those mentioned above, i.e, A-100, PHL 03 & AR1A... I wont say AR3..
