Yes, I consider both, take it in reference weapon system and anti-weapon system. IMO modernisation of anti-weapon system is directly proportional to each others. One modernise their weapon other desvelops/modernise theirs in reference to that specific one. If you consider eras then also keep in mind the availability of resources and development of technology.

8. Absolute lack of defenses against torpedoes at the time.
