no Grippen NG or Grippen E as they call it wont be ready at least by 2023 and india will get only it after 2026 even if we order it today and all goes as per plan but F16 Blk70 is ready plus we are practissing on it with singaporean Blk52s based in india for at least a decade now and then we have all the help of israelies who are considered as masters of F16 tactics & usage
more so 70 % of avionics and engine tech of grippen is american and most of its weapons and controls and hence sweden cannot always furnish us all the TOT as it has to procure it from many diffrent nations and parties involved but in case of F16 all is based in USA with single source and with full US governement & DOD support we have nothing to worry about

Swedish Air Force will see deliveries of the first Gripen E in 2019, and will have access to all Weapons available to Gripen C at that time. Brazil will also see deliveries in 2019.
If India orders today, the factory can be built up in parallell with the Swedish and Brazilian factories, and deliveries in 2020-21 are not unreasonable.
It will take two years from build start to first aircraft so a decision in 2021 results in deliveries in 2023.

Lockheed does not own the IP to engine nor most of the Avionics, and cannot provide TOT,

Gripen E allows the customer to add weaponry by writing Apps.
The Weaponry used by Gripen is much more compatible with Indias inventory and plans.
The F-16 radars are all GaAs. The GaN fighter radars are in development in the US, but are not available.
