I watched same news General Manager of Aselsan was making a speach in new Kazakhistan joined factory. He was TOT is not satisfactory for all offers. He says if can have some time we can do it the most important part is radar and we are already developing for new frigate. With the experiance of low and medium sam we can do it. Some thing like that.

Hello Sinan. To be honest, I'm not totally up to full speed on this this subject yet. I will get more informed on the topic and then be glad to give my opinion on it :)

INTERNATIONAL - US further presses Turkey over Chinese missile bid
'Washington has increased the intensity of its warnings against Turkish companies intent on working with a Chinese firm that was selected to construct a missile defense system, noting that the companies could risk business with their U.S. counterparts due to sanctions against the Chinese outfit.

The message was recently conveyed to Murad Bayar, the head of the Undersecreteriat for Defense Industries (SSM), by a senior U.S. military official who paid an announced visit to the Turkish capital, the
Hürriyet Daily News learned from well-placed sources.

As a defense industry expert, the U.S. official discussed a wide range of issues regarding the Turkish-U.S. defense industry cooperation and sales, in the latest chain of frequent conversations between the two allies since Turkey announced Sept. 26 its decision to negotiate with China’s Precision Machinery Import and Export Corp. (CPMIEC) to co-produce anti-ballistic missile system.

After firm statements from NATO and U.S. officials that the Chinese MD-2000’s would never be interoperable with the NATO defense architecture, some Turkish government officials said local defense companies could work together with the CPMIEC to integrate its system into that of the alliance.

“This Chinese company is under U.S. sanctions. And these sanctions really hurt. A deal with the Chinese company will be toxic. Touching it would be like touching a poison fish. That would make it very difficult for Turkish companies to do the business they have been doing in the U.S.,” was the main message delivered by Washington in the latest conversations. The companies mentioned are believed to be Aselsan, Turkish Aerospace Industries (TAI), Havelsan and Roketsan – Turkey’s prominent defense companies.

U.S. officials also expressed concern at how Turkey has compared the Chinese and American offers in a similar fashion. Recalling that the two offers were fully different and incomparable, the officials underlined that the U.S. offer corresponded with Turkish government requirements for certain capabilities, while the Chinese proposal did not.

On the much-discussed issue of interoperability, the U.S. officials reiterated that the Chinese system would absolutely not be integrated into the NATO defense architecture in line with the alliance policy on keeping Russian and Chinese technologies away from NATO systems.'

what does the underlined mean? 'fully different and incomparable'? as far as i know, the CHinese offered a system plus way more extras than the Americans did. annoying yanks need to get down from their high horse.

I'm not working for US department of defense, I have no idea either system will be incompatible between the US and the China one.

Turkey stated several times that they have the ability to integrate the Chinese system into NATO with its own software. Still the US doesn't trust Turkey's capability. actually the US still wish that Turkey doesn't develop things by themselves, just buy from the US and listen to them, but those old times are gone. Times have changed, but US still think they can pressure and spy on allies instead of working on an equal basis.
Perhaps someone more up-to-date about this topic can correct me, if i said something wrong.

Turkey gives more time for missile deal offers

Turkey has extended a deadline for missile system tender offers for three more months amid continuing talks with Western bidders despite provisionally awarding the deal to China

Turkey has again extended the deadline for bidding companies to send revised offers for its anti-ballistic missile air defense system.

The new deadline for rival bidding companies to submit their proposals is April 30, allowing U.S. company Raytheon Co and Lockheed Martin Corp and Italian-French team Eurosam SAMP/T to revise their offers and try to head off a Chinese company, with which Turkey is still in talks.

Turkey announced its decision to negotiate with China’s Precision Machinery Import and Export Corp. (CPMIEC) to co-produce anti-ballistic missile system last September. It then extended the deadline to Jan. 31, after firm statements from NATO and U.S. officials that the Chinese MD-2000’s would not be interoperable with the NATO defense architecture. Turkish leaders said the deal had yet to be finalized, and that Ankara remained open to new offers from the other two bidders.

In the meantime, French Defense Minister Jean-Yves Le Drian, who accompanied French President François Hollande during his visit to Turkey on Jan. 27, met with Murad Bayar, Turkey’s head of the Undersecretariat for Defense Industries (SSM), for discussions on the missile deal.

Officials from Eurosam and Raytheon are in contact with the SSM from time to time, but offers from any bidders will only be examined if contract negotiations with the Chinese company fail before April 30, a Turkish official familiar with the process told the Hürriyet Daily News.

The issue is expected to be on the agenda of talks during President Abdullah Gül’s visit to Italy, the official also said.

Chinese manufacturer CPMIEC has been on the U.S. State Department’s sanctions list since February 2013 due to non-proliferation concerns. The National Defense Authorization Act that the U.S. Congress also passed last month, with a clause barring the use of “2014 funds to integrate the missile defense systems of the People’s Republic of China into U.S. missile defense systems.”

Nope mate, all of the state official's statements are crystal clear. They will go for second bidder only if talks with Chinese fail.
