Mumbai represents all of India, it will tend to have higher GDP as I said it is the financial, commercial and industrial capital. A port city and a banking capital too.

A country with poor citizens and with a rich government, sitting on 600 billion USD of foreign exchange (and Indians are dying for lack of oxygen, govt don't care). The situation in Pakistan is just the opposite, people are richer, govt is fairly poor.
