Mumbai is the financial, commercial, industrial hub of India, a port city collecting import and exports tariff and duties, so it will tend to have bigger chunk of Indian GDP, just like Delhi NCR too, so its represent all of India...it is like saying California just one state of US has a higher GDP than India(which is a reality). Or Tokyo city GDP is close to all of India GDP.

BTW Mumbai GDP is still much lower than Pakistan, both PPP and nominal, lots of fake GDP figure is given of Mumbai, Indians in general mixes the PPP GDP of Mumbai with the nominal GDP of Pakistan. We all know the general IQ levels of Indians, save a few educated class.
