I'm no supporter for foreign naval base in Sri Lanka. But Chinese are already directly involved in mega port projects. Over 80% of shares of new Colombo port belongs to China, more recently they Chinese mentioned they are going to invest 50 billion in Hambantota port city project.
They are commercially doing their influences in SL. Some people thinks Hambantota will be Chinese naval base etc but I don't think it will. Most suitable place for Chinese naval base is Trinco port. India knows it, that's why they suddenly wanted to have coal power plant in that area. (Not yet started.) But Chinese are involved in infrastructure projects in this area, I think they are slowly moving to their target.
China will have a naval base in Sri Lanka in the future, just make sure they give you $$$$, and nuclear umbrella protection.
