The China card currently is non -existent since China has no naval assets for power projection in the Indian Ocean.

If any time in the future Sir Lanka plays the China card , they would be inviting American response, considering the proximity of Diego Garcia.

If India continues on pursuing its unrealistic dream of 'regional supremacy' while at the cost of it's neighbors, I'm sure China will find open doors in Indian Ocean for its "naval assets for power projection".

After all, Indian Ocean, as said by some Indian politician, is an "interest shared by global community".

I'm no supporter for foreign naval base in Sri Lanka. But Chinese are already directly involved in mega port projects. Over 80% of shares of new Colombo port belongs to China, more recently they Chinese mentioned they are going to invest 50 billion in Hambantota port city project.
They are commercially doing their influences in SL. Some people thinks Hambantota will be Chinese naval base etc but I don't think it will. Most suitable place for Chinese naval base is Trinco port. India knows it, that's why they suddenly wanted to have coal power plant in that area. (Not yet started.) But Chinese are involved in infrastructure projects in this area, I think they are slowly moving to their target.

Whether or not to run a naval base in the Indian Ocean is totally depends on the need.

If China's commercial line is threatened by pirates, we send out anti-pirate squads to Somalian coast. But if there is higher level of threats, permanent naval presence and power projection capability as the solution will be justified for sure.
