The Indian defense spending should be below $30 billion as the Indian GDP is around $1 Trillion for them to use 3% of their GDP on defense expenditure.
Also Pakistan's defense spending is totally wrong. They get $3 billion in aid from the US alone! The proper number should be around $15 billion.

The others could be possibly right.
 
Pakistan's official budget could 5-6 billion dollars but unofficially it would be not less than 10 billion dollars.
I think Sri Lankan Defense budget would be reduced not as high 2.5 because of the end to the war.
Although i dont think that BD spends as high as 1.5 but budget could have been increased due to tensions with Burma.
 
INDIA:
Currently India GDP (2008) : $1.22 Trillion ( Google Data)

It grew by around 7-7.5% in 2009. Assuming it to be 7%.
And it is expected to grow at 9-10% Assuming it be 9%.

Hence India is expected to have a GDP at a minimum of $1.42 Trillion.

Expecting a 3% GDP defense budget due to lot of tension that is arising in the region.

A budget of $42 billion is well within limits and definitely expected.

PAKISTAN:

Current GDP(2008) : $168 Billion
Expected Growth Rates:

2009: 3% Check

2010: 5% (I couldnt find any prediction for this year. So I am assuming this value. I would be willing to change it if any one can provide a neutral source)

Final GDP: $182 billion

Expected GDP (if 3% of budget): $5.46 billion

Please don't flame me I am just collecting facts and presenting it to you.

Btw the thing about $3 billion as military aid from US. Lets just say that currently PA is spending way more than that to fight. It takes a lot of money to just mobilize. I saw how much money was spent during Operation Parakaram.

Hence I think to assume that @3b is actually gonna help you is wishful thinking but something no other country would mind, since that would increase your overall budget and they can crib how much you are spending compared to your budget.

India on the other hand needs to use this time to modernize its armed forces since it is going through a quiet phase. Also some portions of defense budget should also be spent on infrastructure of far off region, which will gain both good will for the army as well as increase the economy of the region.

Sri Lanka to increase defence spending to US$ 1.74 billion

Sri Lanka’s defence budget is to reach US$ 1.74 billion this year (2010). This is about 17 per cent of overall government spending for the year. Last year defence spending stood at US$ 1.4 billion.

Earlier this year the Defence Ministry had requested a raise to US$ 1.54 billion to pay for the war against Tamil rebels. Now, even though the war is over and ammunition purchases from China and Pakistan have been cancelled, defence spending is going up even more.

The ranks of both armed forces and police have also increased, 110,000 in 2006, 240,000 last year and 350,000 this year. By next year an additional 50,000 are expected.

Sri Lanka expanding its Military in peacetime

It is just over a month since Asia's longest civil war in modern times came to an end, with the Sri Lankan government's declaration that it had finally defeated the Tamil Tiger rebels (LTTE) on the battlefield and killed nearly all their leaders.

Yet the army chief says he wants the army, already 200,000, to increase in size by 50%.

The military says the ambitious plan for the massive 50%increase in size is grounded in the need to quash possible militancy and also to help with development work.

The military spokesman, Brig Udaya Nanayakkara, told the BBC there are plans to build more military bases in the north.

"Presently two security force headquarters are established in Mullaitivu and Kilinochchi," he said.

"Under these headquarters camps will be established to see that no terrorist activities take place in those areas in the near future.

"That doesn't mean people can't go and settle down. People will be able to settle down. But we will have to see that the whole area activities are being monitored by some organised establishment."

Asian Defense Analysts says Sri Lanka will have the 3rd Largest Military in South Asia.

I think USA reimburse Pakistan for its expenditures. That means for every 1 millions spent by Pakistan, USA would be returning them 1 million or so. I haven't heard any News regarding 3 billion militry support from USA to Pakistan per year. Please back your statement with reference.
 
^^^ 3.5B per year is probably just for 2008 not every year, but Pakistan has been and continues to be one of the largest recipients of American military aid along with Israel. This is separate to foreign military sales that Pakistan buys separately.

For now I can not provide a source, because it depends on National Security of Sri Lanka. Sri Lanka maintains complete silent on some defense deals.
