Germany is no doubtfully spending a lot on automotive engineering, no one denies this. But that does not mean China is spending that less on R&D as you stated.

China's automotive industry R&D spending 2018 is about 131.2 billion yuan, or 19 billion USD. See the table below. And this is the spending by the industrial enterprise, i.e. the spending by the government-owned research institutions or universities is NOT in yet.

The problem with you is still that you provide no source about your stats... This kind of style is not like German, who are known for their rigorousness.

Our spending in renewable energy R&D is also tremendous, EV, batteries, fuel cells, and supercapacitors are clearly included:

And again, as I have stated before, the success of EV depend 99% on the battery, other things are just old game... You may have tonnes of patents in cars, the motor, or whatever, but it is just not essential for EV.... BTW, from these figures, those who claim China gain technology by "stealing" can shut their mouth now...

The next generation Hongqi (red flag) H7. Rumors saying the new H7 will be launched in mid-2020.
The current generation Hongqi H7 is priced from CNY 250k to 300k (36k to 43K USD). If the new H7 is priced similarly, it could be very competitive in the market.

Yes. Hongqi is doing great this year as a domestic luxury brand.
