I don't think you understand the full expanse of China during the Qing Dynasty:

china can't rule over non chinese people. Beside that, china never had global imperial ambitions. A global chinese empire would not work because chinese culture is not inclusive. You cant identify with it if you are not chinese.

Let's be objective , shall we? China is 1.35 Billion strong. Over 95% of China is Han Chinese. Let us agree that the Chinese are very tolerant of their minorities, especially in the rising sentiments in Xinjiang. Had China adopted or exercised the same kind of lethality of the west against extremism, as it did in Afghanistan, Iraq, Libya, then, we would have seen the extermination of Uighyur extremists in Xinjiang long whiles ago.

Xinjiang, to this day, is an autonomous region. There are still great levels of self rule there.
