Russia has a huge paramilitary force, about a million. They are internal troops used for putting down riots and dissent. Ukraine is a good place for them to get combat experience.

Like you said they are urban paramilitary , to put down dissent , i've seen plenty of them on TV to realize they simply cannot perform in conventional / guerilla warfare

Not only that but Ukraine had similar paramilitary force , the Berkut? , and they simply couldn't help in the events earlier this year , and the situation is pretty similar in russia to that of ukraine , that's why the two are infighting

Berkut are police. They are not armed to the level of military. Ukraine's internal troops would be National Guard and fascists like Donbas battalion, Kiev 1 battalion, Kharkiv battalion, Aidar battalion, Dnipro battalion.

Still they couldn't gain combat experience in the forests of russia , they have to go to ukraine for that and ukraine is most certainly advised by the west not to give them that experience

Training in life and death scenarios, where people get killed in large numbers, is certainly quite different than mock combat training. Indeed, many of them have already acquired combat experience in Syria.

Internal troops must, of course, develop a taste for brutality.
