These are all front end optics. Faced with an existential threat such a policy could be changed/implemented in a matter of seconds.

India gained more diplomatically/economically via “no first use” policy vs. the strategic benefit of force posturing against Pakistan/China.

The problem is that China's border province is Tibet's no man's land, and China has enough time and space to intercept Indian missiles. India's New Delhi is less than 330 kilometers away from China, and Chinese long-range rockets can hit New Delhi, let alone missiles.

The minimum distance is 400km ,and that too from uttarkhand where the border is settled. Delhi is far away from ladakh, sikkim or arunachal. Chinese Long range MLRS units will always stay a 100km behind the frontline to avoid destruction by indian forces, from OSINT sources the chinese have placed their long range MLRS (PHL16) at airbases in Hotan.
