Shangri-La Dialogue 2013 Keynote Address, Nguyen Tan Dung, Prime Minister,

As far as I know, in regards to recent news clippings, they have improved their economy and grows at an unprecedented rate of over 7.8%. Their current president and administration have displayed greater transparency as compared to former presidents, which have invited the heightened attention of the United States.

They have purchased 2 former Cutters of the USCG to augment their navy. They have purchased new rifles and more artillery units that will give their army a qualitative edge. Their air force is preparing for new purchases i think. The Philippines has always had a strategic advantage in terms of defensive line. Their armed forces uphold a defensive military doctrine.

One should not presuppose that they (the Philippine Armed Forces) will remain weak. They are increasing their capability as we speak. And as one who partook in CARAT back in 2008, 2009, I worked with Filipino marines and navy personnel before. It would be unwise to think that they are weak. The Filipino people are very friendly, however, their military personnel are aggressive and dangerous fighters. What they lack in qualitative arms, they make up for their mastery of the terrain and defensive military doctrine.

The table is slowly turning around.

The Philippines is now a LENDER and not a BORROWER anymore

The Philippines is one of top 3 markets in 2013 -JP Morgan

According to Goldman Sachs, the Philippine economy will become the 14th largest economy in the world by 2050

With its ECONOMIC RISE, its MILITARY BUDGET also increased 100%.

The Philippines is SECRETLY BUYING MILITARY EQUIPMENT left and right.

By 2020, you will see the big difference.

I think US forces are very much welcome in Philippines, so why not allow US base in the Spratlys so they monitor Chinese ships passing through their EEZ?


That is currently under negotiation.

To be quite frank, the United States does not consider Vietnam an ally, but a regional partner. We don't want them getting into conflicts with the PRC or ROC or the Philippines.

Status quo ante bellum is good.

If there will be conflict, the 7th Fleet will pulverize anyone who dares threatens our strategic interests. Philippines and Taiwan cannot be touched. They WILL NOT be touched.

The FILIPINO SOLDIERS are trained by the U.S.

FILIPINO SOLDIERS are trained to OPERATE AMERICAN WAR EQUIPMENT including JET FIGHTERS like the F-16s

Given that,

when WAR breaks out between the US and CHINA in the SCS, the US just need to ARM the Filipinos and they will be good to go as THEY ARE TRAINED the "AMERICAN WAY"

And it should be noted throughout history that the Philippines has always supported American military operations in the region. From The Korean War to the Operations in Vietnam.

American military veterans, particularly my grandfather, who served in the US Marines during WWII, are eternally grateful and appreciative of Filipino guerilla fighters and local people. My grandpop took part in the Invasion of the Philippines in Leyte. Filipinos were very loyal to our troops. Our people endured with them, and our people have a historical bond.

May God bless the Philippines, May God bless the United States. One thing that I love about the Philippines is that, personally speaking, it is a Christian nation. As a Roman Catholic myself, I'm happy to know that the Philippines is majority Roman Catholic; in fact, she is the only Christian Catholic nation in Asia. The United States, as a Christian nation, has that bond with the Filipno people. We are brothers in Christ.

Big respect for the Philippine economy. I´m really jealous on your performance, I wish VN can copy a bit. You may repost this in your economy thread. I believe sooner or later, maybe in 10 years or so the Pinoys will import maids from China.

The 'smiling face' president is a saver to their country, after all those years of broken stall (nope, I'm not telling you his Chinese blood line).
Besides, since I have read the news about Macau begin to invest in this country not long time ago. I have already known that something is changing at this moment.

The Chinese have a cultural imprint on the Philippines, honestly. It is estimated that about 20-25% of the entire Filipino people have some kind of Chinese blood ancestry. So, if there is 100 million Filipinos, then about 20-25 million of them are either of Chinese ancestry, or partial Chinese ancestry.

It would be good to see the Chinese government cooperating with Manila for the sake of their cultural bond. These clandestine talks of 'nuclear' war and annihilation of Filipinos with so called nuclear strikes is disheartening.

To be honest, we would like to have cooperation with all parties in the region. No one wants war, if it is possible to cooperate and benefit economically, socially, culturally, then be it, let's do it.
