How is reserving jobs for minorities a negative action? India has a similar thing with its whole scheduled/other backwards caste system for groups such as Jats and Gujjars in India.

We also have major problems, no point denying it. Till recently some tribes were classified as "criminal tribes" and barred from Govt. jobs. But yes, nothing like this.

Reservation is in the entire government job spectrum. India banned manual scavenging although there are people who do the job.
