According to the latest report seen by Flightglobal, RAMMP has “steadily improved” the aircraft’s mission fleet availability rate, which currently stands at 62.8% compared to the average of 40% when the Raptor entered service in 2005.

In total, Germany owned 89 Tornados, had 66 available and 38 deployable in 2014. That means less than half of Berlin’s fighter fleet is reliable in a war.

Rafale - 80% +
Maintenance requirements of the Rafale are about 25% lower than for the Mirage 2000, and there is no scheduled or preventive maintenance; maintenance depends only on the type of mission flown, and on the condition of components… detachment commander Lt. Col. Pierre G. says that the availability rate is close to 100%

So French Fighters have the most well serviced crown while USA with all that 400+Billion$$s budget comes second and India third with MKI not as bad as many pakistani members want to think of on this forum :lol:

...and Germany's Eurofighter were more ready than F-22 in 2005 despite Germany's army being underfunded for its size.

Germany's army for its size and equipment it has is seriously underfunded that they don't have the cash to maintain their equipment, I don't know what goverment and people of germany though, but you need to have an army because in this world there is always some prick or a bastard that will start a fight even if you're not involved you will be dragged in or you'l join when you see that it will soon come to you thus best dfefence is to attack.

Germany having half the fleet reliable for war? That is incorrect. They are in peacetime operation on cold drive, if war was coming then you would see them in more serviceable state when more cash is allocated to military.

that rate is just for f-22, their f-15/16 its on par with the french, also f-22 is the first fifth gen fighter, but its also maturing, whereas no other force has put any 5th gen fighter in service. Once that is available than you should compare.
