lets look at it like this (the reason for low productivity):
in the world, money is thrown at researchers, designers (not talking about fashion or art, but engineers, biologists etc). in Pakistan, it is thrown at BA, Bcom pass clerks aka CSS babus. govt ahs no R&D deptts, the only ministry, under civil control, ministry of science and tech, is the worst off ministry in the entire setup. even in that ministry, the babus get everything: cars, houses, allowances, fancy trips abroad etc. while the technical departments and manpower under it are suffering.
lets now also look at what harm this culture causes:
govt CSS job, that is nothing more than moving files around (bloated, unproductive bureaucracy), has become extremely lucrative. while jobs which require skilled individuals, design engineers, biologists, physicists etc are underfunded, underpaid and no one wants to do them. people here are attracted to power, laziness, showbaazi, so they go for a govt job. even the smart ones. hence the shortfall of skilled manpower in manufacturing or R&D fields.
besides there is another thing in minds of people, fed to them since they were young, by their teachers, mothers and fathers that sarkari naukri is everything. these sort of parents and teachers are to blame for this culture and mindset. sarkari naukri is unproductive, it adds nothing to the economy, but everyone wants a green plate car, power, and showbazi.
while india is busy celebrating indians appointed as CEOs, our universities like NUST are celebrating its graduates, of engineering disciplines, being promoted to bps-20 or passing CSS. shameful situation really, when a university that is focused on, and has made name for itself through S&T, celebrates pen-pushers and lazy asses.
