The Punjab Fooad Authority (PFA) has imposed a ban on sale of dairy drinks being sold in markets in the name of dairy products.

LAHORE, (UrduPoint / Pakistan Point News - 2nd Nov, 2018 ) :The Punjab Fooad Authority (PFA) has imposed a ban on sale of dairy drinks being sold in markets in the name of dairy products.

The PFA has given a deadline to all companies to remove stock of flavoured milk till December 5, otherwise, strict action would be taken against violators as per law.

In this regard, PFA Director General Captain (R) Muhammad Usman said that the decision was taken on recommendations of the PFA scientific panel. He added that children used dairy drink as replacement of milk and considered it as a nutrient-rich milk, however, reality was totally opposite. Dairy drinks were produced after extracting healthy fat and creams from milk.

Muhammad Usman requested people to avoid buying such products and should use homemade products as they were the best for children's growth.

What sort? Depends in European markets you have variety...Every European country doesnt sell the same!

ISLAMABAD: The Competition Commission of Pakistan (CCP) has served show cause notices to four dairy drink manufacturers after finding that four out of five existing market players were deceiving consumers by selling tea whiteners as milk.

The anti-trust watchdog issued show cause notices to Shakarganj Foods Products Limited, Haleeb Foods Limited, Noon Pakistan Limited and Engro Foods Limited for alleged violation of the Competition Act 2010, by advertising tea whiteners as milk, announced the CCP on Monday.

The CCP conducted an inquiry of all the existing players who produced dairy drinks and tea whiteners and advertised them as milk. It evaluated the packaging and marketing practices, including television commercials, website disclosure and other marketing material.

There had been concerns that the manufacturers were marketing dairy drinks and tea whiteners as milk, whereas both the products actually contained only a proportion of dry milk in their ingredients. The product could not be considered as fresh milk.

“Through advertisements, the public is being misled into believing that they are consuming milk, whereas what they are actually consuming are ‘dairy drinks manufactured from powered milk’ or ‘liquid tea whiteners’,” said the inquiry report.

The CCP observed that deceptive marketing practices had a direct impact on the public at large. False and misleading advertisements induced consumers to purchase products which gave producers a competitive edge over other players.

Nestle Pakistan

Nestle Pakistan is the only producer that, according to the CCP, is not giving any wrong impression to the general public about its product ‘Everyday’.

“Nestle Pakistan is manufacturing two variants of Everyday, one is in the powder form ie ‘Powdered Tea Whitener’ and the other is in liquid form ie ‘Tea Creamer’ which is clearly mentioned on their respective packaging,” showed the inquiry.

The inquiry found that four manufacturers were involved in distributing false and misleading information that could eventually harm consumer interests as well as business interest of other players.

The report recommended the initiation of show-cause notices to Shakarganj Foods Products for its product Qudrat (liquid tea whitener), Haleeb Foods for its product All Max (dairy drink) and Dairy Queen (liquid tea whitener), Noon Pakistan for its product Dairy Rozana (dairy drink) and Engro Foods for its product Dairy Omung (dairy drink).

Noon Pakistan has recently been bought by Fauji Fertilizer Bin Qasim Limited.

There are a set of standards defined by the Pakistan Standards and Quality Control Authority (PSQCA) and the Punjab Food Authority (PFA) for dairy products such as milk, dairy drinks and tea whiteners.

Any product claiming to be milk, must contain milk protein not less than 34% of SNF and lactose not less than 4.6% of SNF, extracted from Halal animals.

Erm...
Let's just say Milo which is a choco flavaoured dairy drink here. So now Milo is gonna be banned? I know it's not equivalent of milk for kids but for guys like me its a better substitute for sodas.

KARACHI: The Competition Commission of Pakistan (CCP) has imposed penalties on Shakarganj Foods Products Limited (SFP), Noon Pakistan Limited (NPL) and Engro Foods Limited (EFL) for advertising tea whiteners as milk.

In this regard, the CCP has issued order imposing penalties on the aforementioned companies for deceiving consumers by selling tea whiteners as milk since the CCP’s inquiry found that SFP’s product ‘Qudrat’ (liquid tea whitener), NPL’s product ‘Dairy Rozana’ (dairy drink) and EFL’s product ‘Dairy Omung’ (dairy drink) are not milk.

The CCP’s order states that EFL is directed to pay an amount equal to 0.03% of its last turnover (accounting year 2015) for each of the four violations, for a total of Rs 62.39 million as penalty. NPL which has been acquired by Fauji Fertilser Limited (FFL) now is directed to pay Rs 2 million as penalty and similarly SFP is directed to pay Rs 500,000 as penalty. “The penalties have been imposed on each undertaking keeping in view the severity of the violation and its impact on competition and consumers in the market in general”.

The CCP said that EFL made the most serious of infraction amongst all companies, specifically making substantial omissions, not disclosing that its product is a dairy drink and giving the impression that its dairy drink is a substitute of milk. The infractions are relatively serious since the deceptive marketing was not just through its product’s packaging but also through a television commercial which reaches a wide audience.

According to the CCP”s Enquiry Report, EFL’s product ‘Dairy Omung’ and associated marketing campaign as a whole gives a firm impression that Omung is milk and not a dairy drink. Moreover, the disclosure on the website of the EFL also reveals that Dairy Omung is an alternative to loose milk. Thus the advertisement of the EFL is not only deceiving the consumer about the character, properties, suitability for use and quality of their product but is also capable of harming the business interest of other undertakings and, prima facie, violates Section 10(1) in terms of Section lO(2)(a) & (b) of the Act. The Undertaking at the same time is also involved in the wrong comparison of their Dairy Drink with loose milk.

“Therefore, its violations have attracted the highest penalty in relative terms, although nominally it still constitutes a very small percentage of its annual turnover. NPL had also omitted to fully disclose that its product was a dairy drink but its infractions were limited to its packaging. Moreover, NPL has ceased production of this product and hence the level of penalty imposed is relatively lower. Similarly, SFPL’s deceptive practices are limited to its packaging only”, it added.

Furthermore, SFPL is already partially disclosing that its product was a tea whitener on the sides and presented a changed packaging displaying tea whitener on all four sides and therefore it has, relatively, attracted the lowest penalty. The authority has warned all three companies that that any further violation in this regard and deviation from their commitments and the conditions laid out above may attract severe penalties under the Act.

So these companies were warned in 2016 then again in 2017 and now in 2018 PFA comes and bans it totally?! Cool! Took 2 yrs but they managed to come up with a reason to ban!

I dont think that is what they meant...At first I thought so...But now after reading their idea of dairy drink I think tea whiteners! HOPEFULLY limited to tea whiteners :unsure:

That's old article, and these companies have started calling it tea whiteners and also write so on their packing now. Children don't drink these tea whiteners anyway, it's about these flavored milk which the happily drink and parents also think it's healthy.
