What's new

Russian Navy

True, unless the Russians introduced a new screw different from past subs.
New screws on new submarines - "Yasen" and "Borei". In these 636.3 submarines created for the Black Sea Fleet all new items - inside. They can carry missiles on board, old "Varshavyanka"'s can not.

First modernized antisubmarine IL-38N transferred to the Russian Navy.

Here's an Indian navy one, dropping - what appears to be - a Sea Eagle AShM. Will the IL-38N for the Russian navy carry anything along these lines e.g. Kh-35, or perhaps something larger?

The filename of the first picture in your post suggests that the IN's IL-38 is dropping a Kh-35 Uran.

Inert BAe Sea-Eagle training round on display at the Naval Aviation Museum in Goa. The contract for the missile was first signed on 26 November 1987 and until the Air-launched Klub and Brahmos-A arrive, the Sea-Eagle is the only air to surface missile in the Navy's inventory and has hence been integrated with most types including the Sea King Mk.42B, Tu-142M, Il-38 and Sea Harrier. Featuring a very advanced warhead designed to cripple the largest surface warships and an advanced guidance computer and active radar seeker, the weapon earned constant admiration from both British and Indian users. The former have retired the missile from service despite some internal objections. India has been the sole export customer for the missile. Before integration onto various aircraft, the missile, along with the associated pylons, underwent structural testing at HAL's Aircraft Division in Bangalore. (B Harry) (Image expansible)

Admittedly, ACIG is an old reference (B.Harry has been dead for some years now ...)

Weapons: The IL-38 can carry torpedoes, FAB 250 freefall bombs and depth charges. The aircraft has been retrofitted to carry the Sea Eagle AShM. The BrahMos ASCM is expected to replace the Sea Eagle AShM in due course. The addition of the R-73RDM2 short-range, air-to-air missile is also being contemplated.

The Novella is another version of the Sea Dragon mission system that was designed by the Leninets company in St. Petersburg and exported to India for an upgrade to five Il-38s serving with the Indian Navy. This $150 million contract was placed in 2001, but delays in development and problems in meeting the specification prompted the Indian Navy to halt contract payments temporarily. The Sea Dragon system was supposed to track 32 targets simultaneously (ships, submarines, mines, aircraft) within a 320-km radius, with aerial target detection up to 90 km away. The Indian Navy eventually accepted the aircraft in 2010, but dropped plans to install the system on eight larger Tu-142MKI maritime patrol and attack aircraft, opting instead to replace them with the Boeing P-8I Poseidon. Together with the Su-30MKI fighter, the Il-38SD is to be armed with the air-launched version of the BrahMos PJ-10 supersonic cruise missile. It will supplement the Kh-35 Uran and Sea Eagle subsonic anti-ship missiles already in the airplane’s arsenal, and for which the Indian examples were outfitted with external hard points on the fuselage sides.

But it can still be either Sea Eagle of Kayak/Uran, unless Sea Eagles have all been phased out.

most likely only Kh-35.

So, the missile is operationally limited to just Sea King?

Not even

Apparently, yes. However the fixed-wing assets still retain the capability to do so.
First of all the Harpoons have made it into the arsenal too, on western-origin platforms. While the Uran capability has been incorporated into east-bloc platforms. Next step is Brahmos capability.

New or rejuvenated?

Between 1933 and 1993, Kotelny Island hosted an important Soviet naval (Northern Fleet) base. An arctic research station was also co-located there. As of 2013, steps are underway to reactivate this base, with a temporary airstrip (referred to as Temp) for flying in supplies and personnel having been established by a Russian naval task force that visited the New Siberian Islands during September 2013. Other initial infrastructure and supplies for the base, along with associated personnel were also landed by the task force, whose flagship was the Kirov class Battlecruiser Petr Velikiy

Northern Fleet ships complete unloading of oversize cargo to Kotelny island (photo)
On September 16, 2013, the ships of Russia’s Northern Fleet completed unloading of oversize cargo, engineering equipment and special-purpose machinery as well as property required for creation of air command center of RF Air Forces and reconstruction of airdrome Temp to the Kotelny island.

Currently, the detachment of ships and vessels of the Northern Fleet continue unloading of arctic diesel fuel and other fuels and lubricants. Some 400 tonnes of cargo are to be additionally delivered to the island.

Apart from the standard equipment, special-purpose machinery was delivered to the island – two-section track-type snow and swamp-going vehicles as well as air-cushion vehicles.

The voyage of 10 warships and support vessels of the Northern fleet towards the New Siberian Islands lasted for 9 days (from September 3). The detachment covered some 2,000 nautical miles. Over 400 miles of the voyage in severe ice conditions were covered with the assistance of four nuclear icebreakers of the State Atomic Energy Corporation ‘Rosatom’.

The Arctic voyage of the Northern Fleet ships has been arranged in compliance with the plan on restoration of regular presence of RF Navy in strategic areas of the global sea.

But the size of the stabilizer fins in the Sea Eagle is much larger in comparison to the KH-35. And the missile released by the IL-38 has fins that resemble the KH-35's.
