Putin does not make decisions. Russia decision making is done in Beijing where their master is.
And here we see Russia's problem; they are replacing experienced crews operating T-90 and T-72s with conscripts driving museum pieces. Ukraine, on the other hand is replacing T-64s and T-72s with modern Western armour crewed by veteran soldiers who have undergone the requisite training programs.

Tank vs tank is more rare than lightning strikes this war. They just don't have the range and get knocked out by arti or missiles before they can get close enough. Tanks are only used as assault guns in this war.
Mass producing unguided shells means arti have to be placed close to the front to have any accuracy and that means they are easy targets for counter fire. With the huge numbers of counter battery radars and long range MRLS, they are just not survivable in this scenario.

Russian T-54 tanks were spotted on the echelons. The Russian army began to use the T-54A and T-54B tanks, two echelons with these tanks were noticed by eyewitnesses. Its was such an obvious propaganda stunt. But the pro russian trolls do not care, they will just move along searching for another lie to spread.
Must of those claims have been refuted, but once shared they will resurface again and again in support of the russian narrative trying to justify the russian invasion.
