You are right . if Russian can strike deep inside Ukrainian capital, Ukraine have the moral rights to hit baxk at Russian capital. But if in retaliation Russian strik Kiev with nuke Ukraine have no answer to the disasters pose by nuclear weapons. So Ukraine probably will only get 100-120 km range missiles which can strike Russian weapons depo inside Russia from Ukrainian boarder.
