The government has agreed on a draft deal on establishing a nuclear power plant with Russia, reports bdnews24.com.

The decision was made at a cabinet meeting on Monday with prime minister Sheikh Hasina in the chair.

“The cabinet approved the draft nuclear deal with Russia,” Abul Kalam Azad, the prime minister’s press secretary said.

He said a Russian delegation on April 27 would visit Bangladesh to further discuss the issue.

Two advisers of prime minister Sheikh Hasina have just concluded a visit to Russia where they discussed ways to cooperate on energy with Kremlin officials.

Energy-hungry Bangladesh had previously signed a memorandum of understanding with Russia to set up a 1000-megawatt nuclear energy project in Pabna’s Rooppur area.

The foreign secretary on Saturday told reporters that foreign minister Dipu Moni would visit Russia and discuss the Rooppur nuclear power project among other issues with her Russian counterpart.

The final deal may be signed during prime minister Sheikh Hasina’s upcoming Russia visit, foreign ministry officials say.

The date for the prime minister’s Moscow trip has still to be officially fixed.

Bangladesh Friday signed a 5-year 'Framework Agreement on Cooperation in the Field of the Use of Nuclear Energy for Peaceful Purposes' with Russia, thus paving the way for building nuclear power plants (NPPs) in the country to meet the growing power demand, reports UNB.

Architect Yeafesh Osman, State Minister for Science and ICT, signed the agreement on behalf of the Bangladesh government, while Sergey Kiriyenko, Director General of State Atomic Energy Corporation (Rosatom), signed on behalf of the Russian Government.

Foreign Minister Dipu Moni, who held talks with Russian Foreign Minister Sergey Lavrov in Moscow, witnessed the signing ceremony.

As per the agreement, the future cooperation between the two countries would include, among others, design, construction and operation of nuclear power and research reactors; nuclear fuel supply, taking back the spent nuclear fuel and nuclear waste management; personnel training and capacity building for operation and maintenance of the plants; research, education and training of personnel in the Russian Federation in the field of the use of nuclear energy; development of innovative reactor technologies in accordance with IAEA safety requirements, nonproliferation of nuclear weapons and environmental protection; and exploration and mining of uranium and thorium deposits. According to the agreement, the parties will assure the transfer of materials, technologies, equipment and services for implementation of joint programmes in the field of the use of nuclear energy for peaceful purposes. The parties will establish a Joint Coordination Committee to control the implementation of this agreement.

After the signing of the agreement, Director General of Rosatom Sergey Kiriyenko, who is the former Prime Minister of Russia, expressed his full support and commitment for establishing nuclear power plants in Bangladesh.

A high-level delegation from Russia will visit Bangladesh soon to take forward next steps in implementing the Rooppur Nuclear Power Plant Project.

The Foreign Minister and the State Minister for Science and ICT spoke about the determination of Prime Minister Sheikh Hasina's government to build NPPs in meeting the rising power demand.

The Bangladesh delegation also had an official meeting with State Atomic Energy Corporation, Rosatom, on May 19.

The State Minister for Science and ICT emphasised the need for nuclear power option in meeting the increasing power shortage and the election pledge of the present government on the nuclear power project.

Bangladesh side requested the Russian authorities to assist in establishing two nuclear power plants with the capacity of 1,000-MW each.
Nikolay Spasskiy, Deputy Director General (International Cooperation) of Rosatom, termed Bangladesh as a strategic partner of Russia. He emphasised that nuclear energy is the best choice to meet the growing energy needs in Bangladesh.

Spasskiy appreciated that Bangladesh has good number of scientific and technical personnel, and the socio-economic condition of Bangladesh is suitable to go for Nuclear Power Plant Project.

Both the countries agreed that the signing of the agreement would be followed by the subsequent inter-governmental agreements on technical and financial aspects.

The agreement was signed for a five-year term with possible tacit extension every five years.

"We are working fast to achieve our goals. Only a year ago we signed a memorandum, and now we are signing the agreement. I am confident that we will continue to work as fast and efficiently as now," Kiriyenko said during the signing ceremony.
 
That means we are getting 2000 MW of nuclear energy from these reactors which will be more than total current capacity and future planned capacity of all reactors of Pakistan. ;)
 
Russia also hav planes to install nuke reactors in India.
Russia making friends in Asia, thats very good.

Yes...1000MW capacity is very big and cost effective....BD will be imensely helped by this instalations. Most of plants in India and Pakistan are of smaller capacity except a few.

@ Iajdani...Bro can u give us some idea about availibility of uranium (or other fuel) in BD? As BD has no plan to weaponise nuclear programe there will be no problem to secure nuclear fuel from abroad also.

if you are talking about planned capacity then we are planning to generate 8800MW by 2030 and that includes 1000MW each reactors in Karachi

Lets stick to your Bangladesh Nuclear energy only

Yes...1000MW capacity is very big and cost effective....BD will be imensely helped by this instalations. Most of plants in India and Pakistan are of smaller capacity except a few.

@ Iajdani...Bro can u give us some idea about availibility of uranium (or other fuel) in BD? As BD has no plan to weaponise nuclear programe there will be no problem to secure nuclear fuel from abroad also.

Not sure.. I heard they had some heavy metal in Coxs bazar, and long time ago they had issues with western countries while trying to excavate them. I dont think Bangladesh will go for enrichment in near future. Our first priority is to get electricity and as much as we can in short term.

I was talking about near term, already in the pipeline projects.. anyways back to BD
 
It means, we could not reach Pakistan in electricity production after 2021 and after then ever also. Really, we are far behind!

can't compare Pakistan with BD.. various factors like Population, size of the country, state of Industrialisation etc..
 
This is the framework deal for cooperation. Next logical step is signing specific contract with Russian company that will built it, plant specific, cost, timeline etc. Question is when is that going to happen?

For indians in this thread share indian expereinece with russian ractor. Have they been delaying N-plant projects as they are with aircraft carrier?

We already know iranian experience with Russians.

The final contract will be signed in Septembre at the time of Hasinas visit to Russia. First reactor will be comissioned in 2017. Not sure about the second one. May be by 2020 as they said they want 10% of electricity should come from Nuclear energy by then.
