Russia can, Arabs cannot.

Russia would also find it extremely difficult to overcome IAF, unless it bring big guns and has support of someone from region as staging ground (Tartus?).

They would have had Israel been in their neighbourhood, but geography blunts military edge of Russia.Thus i said that they would require a staging area in neighbourhood from where their planes could engage IAF.

remember Russia has a weak surface Navy. They cannot go in with Aircraft carriers blazing.

I am not underestimating Russian capability. I have stated that they would have easily overrun Israel, had Israel been in their neighbourhood. They could not in current circumstances as Israel is far away from their core. This incapability is not due to not having enough Aircrafts or missiles ,but due to range and turn around rate limitation imposed by long distance campaign. First, Sukhois would be flying with full tank and refuellers in order to even reach Israel. Even after a that a Russian Sukhoi would have very high turn around time as that Aircraft would have to travel very large distance and would be out of combat (idle time) for most of it's journey.This decreases the average combat time a Sukhoi would have against F-16I, and consequently would decrease the effective number/efficacy of strike package. In the time Russia launches a sortie, Israel would have launched five thus bringing far greater concentration of force than Russia could at a point.

It is simple geography along which is in favour of Israel. Russia is mainly a land power and has ignored it's surface navy which inhibits it's force projection capacity far away from it's shore.

Depends what objective of such operation would be...

If they need to deploy military equipment they need Turkey to host them.
