It's not that they are missing, but they are not accounted for because we didn't conduct census in the last 18 years. I am a Pakistani and I am ashamed of this . But whenever the next census happens, all of them will be accounted for, including Afghan refugees.

You are correct but it is not that our authorities haven't reached the nook and corner of the country, those who don't want to provide any data to government agencies will definitely skip this kind of census or registrations (like criminals and terrorists) apart from that all others are properly accounted.

Even those who are not registered yet under UID Aadhar have an option to enroll them-self if they register through the website and fix and appointment to provide the data.

And Pakistan did stress and tried to prove that Ajmal Kasab and other terrorists who were caught are not Pakistanis as their names didn't figure in their National Database and Registration Authority (NADRA) list. Lol!

Missing or untraced the reasons are various, census is one of them, in rural areas still dai is alternate way for delivery and certificates not issued even in rural hospitals the system of birth certificate issues are very weak, the Nadra as well not much mature yet, normally Pakistani migrated out not register them with record in embassies etc etc etc.

Everything depends on the will ( mainly political will) of the government. A classic example is that our government is successful in developing and operating EVM's ( Electronic Voting Machines). They provide these EVM's to even very remote parts of the country for election purpose, and there has been no complaints what so ever with the non-availability of the machines or rigging.
