Syria is a mess, as is Iraq, there is no rules to any game what-so-ever. Iran, I think there are more Iranian consulates kicked out of Turkey for doing something they shouldn't be doing or being somewhere they shouldn't be at than probably any other consulate; for which they should get a medal for being "reliably untrustworthy" or something.
Consequent deals agreements on a range of kurdish terrorist groups active between and within Turkey and Iran and in the region (neighboring countries), always resulted in Iran leaking information for its own benefit to these terrorists, and in some cases using and arming them...
Iranian militia / terrorist groups in almost every single M.E. country aren't there picking flowers are they? And this has been going on for how long? These groups have regular Iranian troops within them and get regular high-ranking officer visits or controllers/handlers... don't you find it interesting that no-one really debates even this... but a Turkish soldier peeing across the Iraqi border is a threat to humanity there...?
After the US cosied up a deal and lifted sanctions against Iran on Nuclear matters, Iran forgets everything, emboldens and returns to its default state against Turkey.
If you look at Azerbaijan - Armenia conflicts, it shouldn't be a surprise to see that Iran always supported Armenia...their Azeri minority amounts to max 25% of their population, and it sees Turkey rising in power more of a threat than it sees the US attacking it, which I find funny....
Iran, deeply mistrusts Russia, and Russia knows well that if given a choice Iran will sell out and ally itself with the west, so the alliance is temporary at best, resting on a tiny string. I found it funny when they opened a base for my country, yet denied it later...
So the above are the actors, the alliance on the Assad side isn't that tightly knit as Russia wants this over, it is costing too much, and it isn't invested in this going on tens of years whilst the rest on its side (Iran, Assad...) want to dominate Syria and kill off everyone else that doesn't agree with them. I'm sure you can guess what Turkey wants, and what the US Pentagon wants and what the CIA (PYD/PKK....) is after...........
In short, it isn't a surprise that Iranian militants under orders from Iran kill civilians evacuees, so that others agree to evacuate their people from a similar situation from Kafarya and Al Fullah. As it isn't a surprise if Russia actually did "accidentally" bomb Iranian militias in Allepo outskirts either so that Iran would agree to agreements.
Russian newspapers like their western counterparts don't publish somethings on purpose, so military / presidential sites are a good source of information. Turkish newspapers I think copy-paste from everywhere including yaplakal.ru, so trusting anything they write 'directly' and without filtering them with some commonsense would be a comedy, though it seems that most newspapers are such these days ...
p.s. Washingtonpost, BBC, theGuardian, Independent, WSJ, RT.... these outlets are heavily controlled and are known to lie.
