Pakistan Railways plans to sell Railways land to pay off their debts. Good idea, except the value of the land is crucial to implementing modernization of transit. The land along the tracks can taken back from the encroachers, and turned into at grade, metro lines. It can initially be bus lines, that only require building a road and a few bus stations, but the connectivity with metro bus and metro train services in the country can be made more efficient. For example, In Multan, an at grade Metro Bus line along the tracks can link the large Bus stand/depot intersection with the overhead Metro Bus line all the way to the Cantt Train Station. Passengers can arrive by train and continue on to their destination by bus with a metro bus shuttle service.
In Lahore it is even more easier to see. The Metro Train Station can be connected with the train station with a shuttle bus, that continues along the tracks to Badami Bagh bus stand (which needs to be modernized), and then under the Lahore fort park to the metro bus station at Azadi chowk.
Railways Land in these crucial corridors and those like it need to be saved for the common good and not sold for real estate developments or left to the enchroachers.
Something like this, but with dividers between the bus lanes and the train tracks. The train would be the standard Pakistan Railways train or the Freight Trains.
