This is a political decision。

It is wise of the Indians to use non-compliance as an excuse，for they know very well that if the Chinese were allowed to set-up their manufacturing base in India，domestic firms wouldn't stand a chance competing with a rival with a deep-pocket and far superior technology。

There is of course a price to pay on the part of the Indians，for their firms seeking access to the Chinese market will be given an similar reason to fall at the gate of bidding for，say，an IT project。
