Yep. Marketing and some semblance of story line is important. War films always pander to a select few market thus they start off at a disadvantage and to cover that disadvantage they need aggressive marketing and a good story line.
Action scenes can cover story loopholes and some times to a great extent ( ramboo 4) but to cover that disadvantage especially in a nascent industry it will need more than awesome action.
If you successfully combine story with action and a good marketing then you have an amazing film that can become the crowned jewel of the industry.

Well they better. In a nascent industry now is the time to make a presence and a strong one. Take over the war genre and military genre.

Indeed. It's growing and impressively. The more cinemas will make sure it keeps growing provided they also keep churning out good movies.
If I remember correctly dabaang was a mega hit and it had no story, no acting and out of the handful Indian movies I have watched and the majority and massive majority Hollywood movies I have watched, it was the most senseless of the lot ( I have watched feast 1 & 2) but I remember they had a very very aggressive marketing. Every ad what's theirs. It was before we got smart TV.
cable had Indian channels.
