We already called them innocent using the most noticed twitter handle, Major general Asif Ghafoor.

I don’t know why I’m so hurt with this tweet.

He's not calling all of them innocent he is saying some of them are but leaving enough ambiguity to allow for action against the bigger trouble makers so they can cut off the snake's head. This way the rest of them are less upset he's trying to not make an enemy out of the whole group.

In this scenario, calling even a small group of PTM innocent is not gonna do us any favor but let them get stronger

You're right him not mentioning the shaheed is very demotivating but hopefully they will avenge his sacrifice. I can understand the frustration but recent events have shown that they know what they are doing and from that I trust them to be able to solve this problem.
