PTI and PPP back South Punjab province bill

A- Sindhis wont like it
B- Sindh as a province is not sustainable in its current form without the financial muscle of Karachi so even more poverty awaits

So no as a package not good for the country and especially interior Sindh - Karachi needs 18th amendment within a provincial structure not another province
What about the people of Karachi and their likes and dislikes. Does anyone care about them, especially given the fact that they constitute the majority of the population in Sindh...or is that the beauty of democracy, minority rule everywhere...

And no Karachi doesn't need any equivalent of 18 amendment at the provincial level. All it needs is for the federal gov't to properly and accurately count it's citizens and do a fair seats delimitation based on that counting...But the establishment will never give Karachi its due, cause it's in cahoots with PPP to keep Karachi perennially chaotic.

Whatever they are, they need to come to a consensus about the geographical composition of the proposed province which should purely be on the basis of administrative convenience instead of language and it should continue with other provinces. Three of them have South Punjab as separate province therefore, credit shall go to all of them. BUT the unfortunate part is that they want to create a perception that they wanted to do it but other two are not serious about their commitment.

The opposition in the Punjab Assembly, led by the Pakistan Peoples Party (PPP), had called for a session today (Wednesday) where a resolutions pertaining to the creation of new provinces were to be tabled.

Usually, the opposition benches as opposed to the government benches call for a Punjab Assembly session due to poor law and order situation, wheat procurement issues or inflation. But the opposition specifically called for a session demanding the formation of a South Punjab province.

The opposition in the Punjab Assembly, led by the Pakistan Peoples Party, has called for a session today (Wednesday) where a resolution pertaining to the creation of new provinces will be tabled.


Usually, the opposition benches as opposed to the government benches call for a Punjab Assembly session due to a poor law and order situation, wheat procurement issues or inflation. But the opposition has specifically called for a session demanding the formation of a South Punjab province.

Following the opposition’s move, Punjab Law Minister and Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah submitted two resolutions on Tuesday to the provincial assembly speaker –
one pertaining to the creation of a South Punjab province, and the other to the restoration of Bahawalpur province.



Last week, the PPP-led coalition government passed a resolution pertaining to the formation of South Punjab province in the National Assembly with a majority. Meanwhile, the PML-N submitted its resolution in the NA secretariat pertaining to the formation of four new provinces including South Punjab, Fata, Bahawalpur and Hazara. However, the PML-N’s resolution has not yet been entertained by the NA secretariat.

The opposition parties in the Punjab Assembly, PPP and Pakistan Muslim League Quaid (PML-Q) jointly submitted resolutions in the PA secretariat four days back following the NA resolution. PPP Deputy Parliamentary Leader in the PA Shaukat Mehmood Basra said that the opposition would force the speaker to entertain their resolution in the agenda of the session.

However, under Article 239, a resolution is not enough to allow for the alteration of provincial boundaries. A bill must be passed with a two-thirds majority in both houses of parliament. Once this is done, the bill must be sent to the provincial assembly which should once again endorse the amendment with a two-thirds majority of the house. The bill is then sent to the president for his signature.

At present, the PPP led coalition government does not have a two-thirds majority in the NA for the passage of the bill, which is why it only passed a resolution from the NA, giving the impression that a resolution was enough for the prerogative to now lie in the hands of the provincial assembly.

PML-N countered PPP’s resolution by moving two resolutions itself to force the government on the back foot. According to a PML-N leader, by moving two resolutions in the PA, it would win votes in both South Punjab and Bahawalpur. PML-N would convey the message that the PA has passed the resolution, but the federal government remains reluctant to move the bill in Parliament.

no need for new provinces. simply empower local govts like they are in the west. the mayor has power over law enforcement, healthcare, education, infrastructure etc. the local govts should get a cut from the revenue they earn, and should have access to regulatory fee like map approval of buildings etc.

Pakistani politics revolves around creating controversy to secure votes. new provinces are a divisive issue. the only proper solution that will resolve everything is stronger local bodies.
What is Mayor of Karachi and LG government for? if they are not governing Karachi properly ? whose bloody fault. Does that mean create more administrative units, more Mayors, more CMs ???
they have no power. mayor of karachi only has the power to register births, deaths and nikkahs.

Karachi is a part of Sindh. stop with divisive politics for once, and look at the situation as it is. what will your reaction be if someone says that lets break karachi into smaller cities? lets break saddar, clifton, dha away? I myself am a Karachiite, I know Karachi is suffering, but fighting is not the way to resolve issues.

The first step to create a new province is to pass a resolution from respective province, not from National assembly, so there is no value for the resolution of NA presented/passed by PPP. PMLN presented and passed the resolution.

Instead some people wants to create a ghetto of their own without realizing that their immediate future prospects ,taking into account the average human life expectancy, lies in devolution of power at grass root/district level without any interference from b.a pass clerks.


Even if they get a separate province of their own to prove a point they'd still be crying at their local politicians coz the system(civil martial law) remains the same as no babu or c.m sitting in a p.capital bothers what happens in a local colony .

I kinda agree with that . Divisions like Karachi or lahore should not be handed over to a single mayor instead every district should have its own mayor like 7 or so districts of Karachi.

Underdeveloped districts of Karachi or anywhere else should get priority funding in comparison to dha area of Karachi.

there are already several districts. in an ideal world, a single mayor is like the head who allocates funds, and is responsible for coordination between departments. other areas have their own Chairmen, managing their localities.

Creating southern Punjab will be a catch 22 situation for PTI. They want to do it, It has to be done but when done you will have strong PMLN majority in northern Punjab which would hurt their projects to gain more confidence of the people. While no doubts they will go through with it, its a question of when. I believe the issue will be timed so it will coincide just before or after the next elections, with the later being more of a possibility. Depends on how the cases crippling Sharif family hold in PMLN politics will unfold.

As for Karachi creating a separate province will open pandora's box with Sindhi nationalists. The best route would be to return it under federal control just as it used to be in the 70s. Karachi will continue to be part of Sindh province but administration will be federal just like Islamabad in Punjab. Shifting of provincial capital to another city in Sindh will also create wonders for its people too as the most talented and educated people of Sindh will have incentive to settle in another city rather than concentrating in Karachi for better opportunity, thus reducing load on the infrastructure (hospitals, etc) of Karachi.
