Pretty sure people have identified the high/responsible figures that run the show and give them grief more than any single entity.

And then you mention, "work with the army". Why does one have to work with the army at all? It has a single role, defend the country and its people, not politicians.

Even for a lawless country like Pakistan, this isn't a terribly difficult feat to accomplish only if the willpower to fix the current fckup is there.

This is a myth that army runs everything in the country.. this is the basic dissection of the problem at hand.
There is a constitution,you have a president parliament courts bureaucracy and you have institutions under them.
Army can influence but can not completely control every unit.. Even when there is a military rule they have failed... example
Musharaf converted whole baluchistan in to Area A so the province starts developing police and civil services.. Raisani comes in 2008 and reverts the whole thing ..

The government and army run hand in hand they have to be on same page in order for this country to move forward. If army considers a threat which the government doesn't... the country is stuck...
